Penguin is already rich, why commit such an act to get more money when he could’ve done literally a hindred other smarter schemes. Why does Penguin recruit animal themed villains? Not explained. It has no interesting side stories, no arcs, and honestly doesn’t make any sense. It’s what you would expect from a two-year-old.
